icdbd-QA/0033: Giving bribe in case of a voluntary initiative

Assalamu alaikum,
A person wants to build a hospital as sadqa-e-jariya but her bill will not be sanctioned as long as she is not giving bribe. What should be done in such case? Also please inform about bank loans in such cases.

Praise be to Allah.
He should try to avoid bribing, but if he is obliged it is allowed for him to bribe according to the majority and the sin is on the one who is taking the bribe.
As for bank loans, he should avoid interest-based banks and take loan from an Islamic bank.
